Citi Cafe near Tyson's has a younger crowd, and both the cafe/club part & the restuarant are cigar friendly. Have lit up many a gars there.

Also, you might want to ask at the Georgetown Tobacco store at Tyson's Corner (Mall). I'm sure they know of many of the icgar friendly locales.
