    If I'm not mistaken, sending a 1.5 ounce envelope loaded with tobacco will cost $0.58, plus a surcharge of $0.17 because it is non-machinable, in other words, it isn't flat. Is that correct? I can send a 1-oz sample of any tobacco anywhere in the United States for seventy five cents?
